Catlettsburg is a


I wish, I wish…I wish. But it ain’t gonna be. They will never change. They are too engrained, and have been for too long. Fifty-nine years of bootlegging/gambling and general corruption (eighty-one feet, a mere stone toss from bootleggers etc., to city hall, mayor and council, their appointed chief enforcer and protector of all the corruption possible for fifty-nine consecutive years.)

A mere two blocks East of this corrupt bastion of outlaws and corrupt officials sit the County Attorney, the Commonwealth Attorney and the Fiscal Court, along with all other county offices. Across the street sits the “adjudicators of the Commonwealth’s statutes,” two District Court Judges and two Superior Court Judges.

Each, and every position, is filled with learned, experienced and knowledgeable elected officials, fully versed in the law and having served multiple terms in office. It would be the height of ignorance for any of them to plead a lack of knowledge of fifty-nine years of bootlegging/gambling less than two blocks from their offices. Many of these good people are members of the “bootlegging entity,” and frequent it regularly.Hence, the control without fear “of the law,” because collectively they are the law…in Catlettsburg, Boyd County,Ky.

The ‘burg’s new council persons have been in office for eight (8) months. Not one peep or chirp regarding the fifty-eight years of bootlegging/bookmaking or the tips, table and machine poker…all eighty-one measured feet from where they convene. Not one word recorded in the minutes of any question asked by any member. Obviously, they know and have no questions to ask or comments to make. After eight months, each new member is as fully aware of the facts as they supposed they would be. Yet, not one peep. Same ole, same ole stuff, regardless of political party or gender. The more things change, the more they stay the same. A lot of good people and supporters thought this one would be different. Even just a little bit…at least one or two to even question in chambers, “why are we, the mayor and council of this city, allowing, permitting and enabling the chief of police to be the benefactor of the lawless, the protector of bootleggers and gamblers instead forcing them to acquire readily available license?Or, do we not need the thousands of dollars in the tax we required for acoholic sales? Or, why are you requiring the “pizza parlor” to pay the alcohol tax, when we do not have the will or political nerve to have the Eighty-one Feet Away Bar to have a license? Aren’t we, the Council, violating ouir oath and the law by permitting this? If not, would you please have our city attorney to explain, to me, why not?

All fifteen churches in our city are fully aware of the bootlegging, bookmaking and other forms of gambling. All this, and more, have been here since 1953. Located two blocks from the “Justice Center and the Boyd County Courthouse, and only eighty-one measured feet from the City Building, the mayor’s office and Council’s chambers…along with the office of the Chief of Police…81 measured feet from the bootleggers, bookmakers and the gamblers. Each has been in the same proximity to each other for at least sixty (60) years. The city’s protection of these outlaws, renders each of them equally deserving the term “outlaws.” Each and every day they go to work, they break the law…by refusing to enforce the law; and each of them and each of their predecessors (as Police Chief, Mayor and/or Council have done the same for “for fifty-eight continuous years. The county and circuit court prosecutors are guilty of the same, while the district and circuit courts turn a bling eye to it all. But the worst of all of this outlawry is the deafening silence of the fifteen (15) churches, their pastors, their Sunday school teachers…and their silence–coupled with their no see, no know and their combined don’t want to know equals the lack of law and order by their make belief of not knowing, while their heart calls them liars. The unexplanable silence of these men and women of the Cloth remains unexplanable. That silence is heard a lot farther than any word/words they have uttered in the fifty-eight years preceeding the present. Why do not even one of you break this deafening roar of silence in opposition to the “law protected and enabled bootleggers, bookmakers and gamblers in the city each of your churches call ‘home?”

JUST A PAUSE FOR THE CAUSE. GATHERING INFO, VERIFYING IT AND CHANGING DIRECTIONS.


Hope is eternal, but their thoughts of my ceasing publication of the blog against bootleggers/bookmakers and gamblers was in vain.
The new direction will be toward (not only the crooked cops and the corrupt officials that enable the existence, of the B/B/&G to exist–as they have for fifty-eight years,) the blog will attempt to persuade the “main enablers” of the enabled to have a change of heart, to go by the book, to make the time fit the crime, to apply the Kentucky Revised Statutes (242.230) strictly, lawfully and upon conviction,fairly. That’s all.
This will and must include the County Attorney, the District Court, the Commonwealth Attorney and the Circuit Court, their detectives and other good offices of this county. The bootleggers/bookmakers and gamblers barely two blocks from your offices and chambers is not codified into law. “It was here when I got here” is not an excuse for any derelection of the duties of your offices. In all good reasoning and hope, I hope you will enforce the law, fairly, squarely and quickly. Please.

Memorial Day. Remembering and honoring those who served, were wounded or lost their life in battle in defense of our nation, our principles, our laws, our freedom and all that we hold dear or cherish. The rights of the majority, as well as the rights of the minority. Equality under the law, fair play and justice in all ways. Protecting the rights of the “little guy” who cannot protect himself and his against the big guy, the bully or the influential, the connected one or the positioned one who secures the votes necessary to win, and immediately forgets who put him there. Such is the circumstances in our town, with our enforcement, with our lack of grand jury considerations. All with aforehand knowledge of bootlegging, gambling and bookmaking, before they ran for office, during their campaigning and after being elected for multiple terms. The odds of finding anyone who does not know of such violations of Kentucky Revised Statutes and a host of gambling violations, would be like finding a half dozen Gold” double eagles” in a parking meter.” Everyone knows, and no one in power cares.”


Remembering Memorial Day. Reflecting on the past as we decorate the graves of those who have passed from our presence but not from our love, respect, and remembrance, let us not dare offer less than the full measure of love and appreciation for our democracy and our freedoms…along with the wisdom and foresight for those who promulgate our state laws in furthering a society where law and order is the rule of the day, paramount to our well being and necessary if we are to remain free. Complying with the law, abiding faith in the law, and daily appreciation for those who enforce the law, with a belief those appointed, elected or wheel and deal themselves into various positions, will uphold and enforce the law. Not so. Not so by a long shot.

In our town, the administration (that is the Mayor and Council) have made a deal with the bootleggers, gamblers and bookmakers. The deal is quite simple…however ugly, lawless and destructive. The deal they have made is to comply with the same deal as made by the bootleggers of yore…The VFW, The American Legion, the Upstairs, John Elza, etc.,etc., and every Mayor and the majority of every Council since 1953. Whether Democrat or Republican,our town’s Mayor and Council are an exact replica of every administration since 1953. They keep appointing a Chief of Police and enable him (unlawfully) to protect the bootleggers, gamblers and bookmakers from any harm from any source. When the state does make an arrest and confiscate 65 cases of beer and 28 gallons of whisky from a city councilman, Randally Peterman (who is still a councilman) the “Gurney” him out of trouble by and through Black, Leg and Shyster,Inc.

Marco is history. J.J. is in the saddle, All is well with the bootleggers,etc., while the judiciary smiles in satisfaction and patriots weep.

The question to be asked and the answers to be ascertained are not Shakespearian in nature,nor are they in the stars.The questions to be asked and to be answered are right here in Boyd County,specifically in Catlettsburg, although very few of the respondents even live in our city…and perhaps, therein lies the rub.


Very few of the county’s judiciary actually live in Catlettsburg. Several of the city’s police officers have not been residents of the city, including some building inspectors. How long has it been, and how many can you recall of Catlettsburg residents who have been elected to a “county office.” Why is that? Russ Compton? Mike Neal? Yes, and for good reason. After that,who? Again… why is that? Many have tried, but very few have been chosen.. Perhaps, just perhaps, Ashland and rural Boyd County voters have for many decades (almost 6) rightfully considered Catlettsburg as the bootleggers and gamblers paradise, where honesty in government and respect for, and the enforcement of, the Commonwealth’s statutes were an alien concept…to be shunned at will in favor of a spoils system…whereby the City Administration and the City Council hire their own police chief and officers to enforce whatever laws the council wants enforced… and nothing more. And…,

It needs to be said again and again until it soaks in, “Every city mayor elected or appointed since 1953, and the majority of every city council elected or appointed since 1953, have been ‘bootlegger/gambler friendly,’ unerringly adhering to the pact by the bootleggers and the Gate City Council in 1952, shortly before the wet/dry election where the city voted “booze” out. This cop/council/bootlegger pact has worked for almost sixty years, much to the distress and destruction of the city, its housing (over 60% gone,) its population (over 60% gone,) no business district (no tax base), no shops or much of anything. Except the courts. Ahh, the courts. Fiscal, county and circuit.

Now there is a group really worth blogging about. You see, for any and all between twelve years and eight-five, or more, the mind cannot accept that a city can flaunt the statutes for almost sixty years ( two blocks from the sheriff, the county attorney, the fiscal court , the district court, the circuit court and their detectives, for almost sixty years without each and every one of them having knowledge of it all. Unless, of course, they are all representative a the “blind monkeys.” I must argue against that, for each are learned, educated, experienced and hold offices of respect.

I’m getting a little mouthy, so…more later on enforcement and the judiciary and the part each has played in the destruction of Catlettsburg’s future. And, as for J.J., the newly appointed chief of police…he was taught by Marco, who was taught by etc., etc., and etc. Do not expect anything except a continuance of the same old stuff. The Administration/Council and the bootleggers do not expect less, and they will not be disappointed.

More late on the various “courts” and the role each has played in the destruction and bleak hopes for a viable future for Catlettsburg.
